Alright so yeah we managed to make it here with Monarchs. I must say this was probably one of the most difficult things I have ever accomplished game wise. However, it was decently enjoyable for the most part since I really like Monarchs and their game plan.
Now before I talk about the deck, I must say I think right now Monarchs are not in an ideal spot. Most of the main Monarch support was designed during a different era of Yugioh so it makes sense. I think honestly for Monarchs to really shine again they need new support (as many have said).
However, I love Monarchs, they were the first deck I have ever played and I'll always rock them and attempt to make them work. Now onto the deck itself.
Now our game plan with this deck is pretty straight forward. Control our opponents with flood gates and Domain to beat them down with our powerful monarchs. However, that is far easier said than done.
Our main engine to get us going within this deck is Kashtiras. Specifically, Unicorn, Fenrir, and Pressured Planet. All being cards with innate special summons giving us both tribute fodder and pressure as they have ingrained effects that get us access to more cards. Not only that they have strong effects themselves (Kashtira and Fenrir).
Once we are able to get going, ideally you would like to activate domain in order to assist yourself with tributes and of course domain lock your opponent. If possible we'd like to support that with Erupt.
The Monarch's Erupt - This card is quite literally one of the best cards in this deck. This thing alone has won me countless games because it stays active even if your opponent finds an out to your tribute summoned monster (Only dissipates "During YOUR end phase").
Every other card in the deck either helps start or fasciliate this game state. Control your opponents with flood gates and beat them with your stronger Monarchs.
But yeah, this honestly in reality is a very idealistic game state. In current yugioh especially master duel, where crazy cards have not been banned or limited. It is incredibily difficult to even attain an ideal Monarch game state, let alone maintain it. With hand traps, omni negates, and 1 card starters that many meta decks today employ. Paired with Monarchs' innate weakness of consistency and difficulty of going second. Its just a difficult deck to utilize. But best of luck!
