Meowmine is an excellent card for the deck. It's a good extender. Being level 2, it can enable your spright combo if you can't start with your live twins or better, if you go second and your opponent has a link monster on the field or GY, you can start your spright plays with it without risking your normal summon (one of the deck's biggest weaknesses). And of course, it is an extra disruption to the field or GY, or it can help clear the opponent's field during your Evil twin combo. I'm considering putting Almiraj in the extra deck because any handtrap + Meowmine is a spright combo in case of hard brick or in case your normal summon live twin is negated and don't have any other extenders.

I don't use it often, I think you can cut it, but its a good card. Going first is a contingency plan, for example, you have 2 twins + another body on the field, you want to do Gigantic leaving Kisikil on the field, if Gigantic is negated and you have no other way to extend, you can go for your Evil Twin combo, ending in Trouble Sunny. Going second can also be useful but again, it has the problem that it is almost always better to go for your Spright combo or for ZEUS line. Most of the time I use it on turn 3 (when I go first) if I still have my Evil Twins on field, it is a good way to go for OTK or to deal with possible floodgates for example if the opponent only set cards in their turn (like Labrynth or Stun).
No, you can use another ZEUS driver like Cavalry Centaurea, but Mosquito is currently the best for this deck. It can OTK on its own, and is an out for some cases, for example against Dinomorphia.
