The only way to beat degenerate decks is to play your own degenerate deck.
General explanations/tips:

You will most likely lose going second. Your best bet is that you draw Dimension Shifter and your opponent passes. I don't play Evenly Matched because most opponents end up having a negate anyway. You could try playing Mikanko sleeves and hope your opponent passes going first. /shrug

I don't bother with Inspector Boarder because preventing special summons is far more valuable.

For Prohibition, I usually call Infinite Impermanence as that will be the most common out for your opponent. I will call Ash Blossom if I really need my draw to resolve on the first turn. Other potential picks include Forbidden Droplet, Harpie's Feather Duster, and any core engine cards for your opponent.

Chain Disappearance is a flex spot. I used it in climbing from Master 2 to Master 1 because I was facing a lot of Mikanko. You could try things like Solemn Strike and There Can Be Only One. Wall of Revealing Light will also slow down Mikanko since they need to attack for most of their equip spells to proc.
